Since 2002, Emerge has trained more than 4,000 Democratic women and currently operates in 27 states across the country. We just came off an incredibly successful election cycle with more than 690 candidates on the ballot and a 60% win rate.

The People Operations Director is a newly created position that is a critical role as we grow Emerge’s national & state presence. You will be instrumental in supporting the staffs’ work experiences and their development success. We are open to any US location and exact level of applicants from Senior Manager to Director.

Although this role will initially focus on operations, recruitment & professional development, it has the potential to grow in scope and responsibility as the organization grows to include all aspects of the full employee life-cycle from recruiting, on-boarding, performance culture, professional development, compensation & benefits, employee relationship and off-boarding. This role will report to the Chief of Staff and you will be the primary people expert working in partnership with her and other staff members across the organization. Below are some of the primary responsibilities.

PEOPLE OPERATIONS DIRECTOR

RESPONSIBILITIES

Operations (50% of the role):

  • Drive all employee on & off-boarding experiences from creating a great first/last-day, benefits administration, payroll & paperwork.
  • Manage benefits administration for employees through annual enrollment & new hires.
  • Manage bi-weekly and semi-monthly payroll administration for ~30 employees ensuring compliance & accuracy.
  • Leverage resources & tools that Insperity (the Orgs PEO) offers to maximize our investment in their solutions.
  • Oversee compliance & administration for all programs including on-boarding, off-boarding, enrollments, payroll, benefits, training & PTO.

Recruitment (25% of the role):

  • Primary recruiter for four-six roles in 2021. Working in partnership with the hiring manager to draft job descriptions, post roles, review resumes, initial candidate screening, candidate scheduling and offer negotiation.
  • Improve existing job descriptions, core competencies library & interview process.
  • Opportunity to bring best practices for ensuring diverse candidate pools, great candidate experiences and best in class practices to attract people.

Business Partner (25% of the role):

  • Responsible for performance culture structure, process, comp analysis & templates.
  • Opportunity to design learning & development plan and deliver education / training events for national & state organizations including education and resource groups.
  • As primary people expert, opportunity to be an employee relations resource for employees assisting to resolve challenges or improve employee experiences.
  • As role grows, provide performance management expertise to managers to retain key people and address challenges.

  • At least 5 years of work experience ideally in a nonprofit or political setting.
  • Demonstrated ability to show initiative, from being self-starter to working independently.
  • Demonstrated ability to be a learner, including research work to self-improvement.
  • Demonstrated ability to problem solve, from finding multiple solutions to providing recommendations.
  • Excellent communication skills both verbal, written and in small teams.
  • Excellent interpersonal skills with ability to build rapport with candidates/employees and work with team members from diverse experiences.
  • Excellent operations experience with strong attention to detail & process work.
  • Ability to adjust to the changing environments & situations.
  • Knowledge of HR / People practices & processes required.
  • HR certificates and/or applicable courses a plus.

JOB LOCATION AND SCHEDULE

Emerge has offices in San Francisco and Washington D.C. The People Operations Director can be based in either location or remotely. Normal business hours are Monday through Friday from 9am – 5:30pm with some evening and weekend work required. Must be willing to travel up to twice a year.

SALARY AND BENEFITS

This is a full-time exempt position. The base pay range for this position is $70,000-$80,000 commensurate with experience.
